Purpose and Mission

PRO (Proportional Representation Oregon) works to bring disparate democracy reform groups, donors, and individuals together to identify and advance changes in electoral practices that strengthen the voices of marginalized voters and increase trust among our citizens that all votes matter.

We seek to build an election process that incentivizes problem-solving and solution-seeking by Oregon’s statewide elected officials, legislators, and the state’s Congressional delegation.


While “proportional representation” may have a specific meaning to election scientists, our goal is to advance election reforms and improvements that create a structure that results in representation that more accurately reflects the people now and allow for additional reforms in the future.

Elevate Your Voice

The institutions of representative democracy, both in Oregon and nationally, have become increasingly polarized between hard line agendas of the two major parties.

In states like Oregon, which has closed partisan primary elections, the more extreme populist and special interest organizations regularly dominate in all but a handful of “swing legislative districts” and have come to crowd out the voices of citizens who prefer dialogue over division and compromise over conflict.

Many voters feel their votes don’t matter and their perspectives aren’t represented in a political system dominated by non-representative partisan and special-interest coalitions.
